The Quail King and the Hunter (Jataka Tales)

Once upon a time, there was a King of Quails.  He had a big family of ten beautiful quails.  In the same forest there were many other kings and each king had a family.  Moms and Dads and children and cousins all living in a flock.

Near this same forest there was a hunter.  He  used to go to the forest and make a sound like a quail was calling for help.  Then, when the other quails came to help, he would throw a big net over all the quails who came, capture them all and take them home.

So the King of Quails made a plan.  He called all the quails for a big meeting.  They are flew in from different parts of the forest and collected in a big field.  The King said "Ladies and Gentlemen,... boys and girls! ....  We have to protect ourselves from this bad hunter.  Now onwards, let us all wait quietly till the hunter   throws the net.  Then on the count of Three, we will all fly up in the air and escape.  The net is too heavy for just one quail.  But if we all fly together, we can carry the net and fly away and escape from the hunter.

So the next day, they sat quietly on the grass till the hunter came and as soon as he threw the net, one little quail counted One Two Three and they all flew up and carried off the net. 

Now - what is the hunter supposed to do?   He would go to the forest each day, throw the net but the qualis said 'One Two Three' and together fly away.

One day, one of the quails accidentally knocked against the quail next to him. He turned around and said "Sorry - I did not mean to".  But the other quail said "Sorry does not cut it - you did it in purpose".  And they started fighting!  "You are mean - no YOU are mean - no I said it first"  Now the King Quail was very smart.  He quickly called all his family and said, "These bad quails are fighting.  Let us go before they hurt us"  and they flew away.  Now the fighting quails kept on fighting and quarreling.  "YOU are bad - no you are bad".  The hunter came and threw the net over them.  What was their plan to escape?  Count till three- one two three- and then fly all at once, am I right.  One quail called out the numbers but the other one said "Why should I listen to you?  You stepped on my foot.  It is MY turn to call the numbers!".  While the quails were fighting amongst themselves, some birds tried to fly one way and the others went the other way.  Each single bird was too small to lift the net.  So they could not escape.  So the smart hunter picked up the net with all the birds trapped inside and went away!

Why did the quails start fighting?  What should they have done when the first bird said "Sorry"?
